The best entry point to the Danube Delta is from Tulcea. The next major city is Bucharest.

Bike and Boat infrastructure:

No bike paths close to the Protected Areas. There is an ongoing project to develop a bike trail in St. George. The boat infrastructure is well established, different tour operators offer trips or transfer in the Delta with different types of boats.
